This seems pretty good in general. I'm a bit concerned about how to
indicate failures other than NXDOMAIN though. I think you have it covered,
but could stand to say so more clearly. If there's no answer for a
particular QTYPE in the response, and that QTYPE isn't in the returned
EDNS0 option, that's the equivalent of SERVFAIL, right? That is, the record
couldn't be returned because for reasons unknown the server couldn't get
it, not because it's not there. It's not know whether or not it's there.

The text about DNSSEC answers looks right—we just return whatever we got,
and if there are holes (data we couldn't get) then that's okay—the stuff we
did return will validate, and if the information is cached and the record
is fetched successfully later, we'll get new DNSSEC info anyway?
