This revision addresses nits and the following comments received from the WG:

1)Use Block-Transfer for GET
2)Instructions to extend DOTS signal channel with new parameters 
3)Removed URI-Host Option
4)"v1.0" version
5) The CBOR key values are divided into two types, comprehension-required and comprehension-optional.
