Kurtis, I agreed to write an internet draft on the UDP convergence layers for the Bundle Protocol and LTP, at the last IETF. Unfortunately, other projects have made that a slow process. We will have an informal draft for the DTNRG meeting next week, and will post a formal -00 draft shortly thereafter. Fragmentation is one issue we want to reach consensus on, others include mandatory use of UDP checksums, a security section, and a few other small items. Michael is correct in suggesting that this is going to be a small draft, but the handful of issues we have identified are worthwhile writing down.
