I have pushed an updated version of the datagram CL draft. I hope that I have addressed all change requests; in an effort to keep the draft concise I have chosen not to include all the text provided in the comments. The one major change in the draft is a revision of section 3 to refer to PMTU discovery (and remove operating system specific language).

Abstract:
This document specifies the preferred method for transporting DTN
protocol data over the Internet using datagrams. The specification
covers convergence layers for the Bundle Protocol as well as the
transportation of LTP segments. UDP and DCCP are the candidate
datagram protocols discussed. UDP can only be used on a local
network, or in cases where the DTN node implements explicit
congestion control. DCCP addresses the congestion control problem,
and its use is recommended whenever possible.
