This update to BP SAND refreshes the liveliness of this WG document and it
also addresses two structural issues in earlier versions:
1. The earlier one-map-per-message structure of `sand-msg` relied on the
sender to encode in deterministic key order for the message type to be at
the top of the message, which is not an easy guarantee with some CBOR
libraries. The new `sand-msg` as sequence ensures that the message type is
the first item in the sequence and guarantees decoders a way to distinguish
messages.
2. Most of the message types involved a single top-level "List of XXX" data
item mixed in with the message metadata. The new `sand-msg` sequence
separates the metadata map from one or more message data maps with distinct
label domains of metadata and message-type-specific data. This makes the
decoder's job easier and makes the parameter registries simpler at the same
time.

There are still some editorial issues and scoping questions to work out for
this document, and some TBDs remain. The capabilities between -02 and -03
are roughly unchanged even though the encodings have been updated. Status
will also be discussed at the upcoming IETF this month.
