This is a late acknowledgement, but the unknown-code-point case is a genuine under-specification in [1] and I transcribed this into an issue [2]. That issue has some draft text to address this. Edits can be made now or after AD or later review; is there a chairs preference?

I went looking for some text on what an agent is supposed to do with admin record types that it doesn't understand.  Near as I can the expected behavior is just: "ignore" (which is fine).
