It comes from ETSI EN 303 645.
UK legislation: https://bills.parliament.uk/bills/3069 comes into effect
April, 2024.

I'm unclear if the EU legislation is contained in the Cyber Resiliency Act or
another act, and my Internet too slow to google properly.

I don't think that this will change the equipment replacement cycle for data
centers.   Most DC equipement vendors provide firmware support for as long as
the yearly maintenance fees are profitable, and that's usually at least 5
years.
