This updated draft addresses the issues raised during the Applications
Area Review.

The text was improved for readability, Relax NG corrected and one XML
style change: the service list boundary request element does not have
text content any more but uses an attribute to choose by value or by
reference (<serviceListBoundaryRequest type="value"/>).
