[AJW] This is only true if the end-point was given location in the first
place and passes it on to the VSP. If the end-point is given a PSAP URI
and a location URI, for example, then the VSP is now no better off
unless it has permission to dereference the URI. The notions of location
hiding that have been surfacing suggest that only the PSAP will have
permission to dereference the location URI, so the VSP has no other
obvious way of checking.
