In theory, as co-chair, have no objections to this request. 

If anyone has objections to making this a WG document post them now or
forever hold your peace. 

This is a straight forward document well within current charter and I don’t
think it would be useful to delay this by applying the new registration
procedure, which BTW needs to be worked on NOW well in advance of Vancouver.
Hint Bernie :-) !! 

I do suggest that you beef up the issue of why RFC 4238 is not appropriate
for the application you choose. 

This will come under some scrutiny from the VPIM/LEMONADE WG people. You
might run it past them for comments etc.
