This version adds normative reference to TLS 1.3 and updates TLS related 
text to make it clear that TLS 1.2 and/or TLS 1.3 must be implemented, 
with TLS 1.3 being the recommended one.

I also updated text about changes since RFC 3501 at the beginning of the 
document by adding missing references to appendices based on Arnt's 
suggestions. I didn'timplement Arnt's entire suggestion, but this can be 
improved in the next revision.

I also finally added a new appendix with recommended extensions: 
QRESYNC/CONDSTORE and OBJECTID. If you have an opinion on this section, 
let's discuss on the mailing list.
