Hi Ben, I believe that EXTRA may be winding down and perhaps even shutting down after IETF 120. However, I also believe that this technology falls within the charter of the recently created MAILMAINT(enance) working group. Once IETF 120 has concluded and folks have had time to read your draft, I will post a call for adoption on the mailmaint list (cc'd here).
