Re: [Geopriv] I-D Action:draft-ietf-geopriv-civic-address-recommendations-03.txt

Besides editorial changes, the updated draft has the following changes
in order to address the DISCUSS:

- abstract and introduction now clearly state that the appendix will
be registered in the newly created IANA registry.

- it formally updates RFC 4776 because it updates the the instructions
on the civic address considerations documents and obsoletes the
examples provided by RFC 4776 by registering them as obsolete in the
IANA registry.
