I support adoption of this document.  It is a fine starting point for this work.

While I am filling up your mailbox, I have some comments:

The notion of accuracy bands and tolerance classes seems unnecessary. We have the capability of transmitting numbers.  If I know that my measurement is +/- 23.7%, why not just say so?
Re: Power state.  You’ve provided a URL to the IANA page for power states.  All well and good, except that there are three different sets of power states on that page.  I think we’re using IEEE1621, so the URL should point to that. https://www.iana.org/assignments/power-state-sets/power-state-sets.xhtml#ieee1621
I don’t see how instantaneous power can be mandatory. Most devices today do not have power meters built-in and will not, due to cost reasons. It would make much more sense to make nameplate-power mandatory instead.
