I have seen recently formulations of some ambitions towards adaptation 
of some protocols (ND timers, but also other protocols at lower layers) 
to work on longer latency IP hops, like in UE-to-sat comms.  This is 
some times at 3GPP, other times at ESA, and probably others, I cant 
remember precisely.

At IETF there is now this TVR WG (time-variant routing).  Earlier there 
was DTN (delay tolerant, disruptive, networking) with 'bundle' 
networking but it is no longer active.  There is also this 'ATN' 
(Aeronautical Telecommunications Network) a concept that considers 
sometimes satcom.

I suspect this project 'QUIC in Space' might be related to the very 
active context of satcom constellations (starlink, oneweb, kuiper, 
marathon, iris², and more) but I dont see them mentioned.

One might wonder whether we'll be seeing at IETF the aerospace domain 
more homogeneous, or more fragmented.
