Hi,

I think this has been, and continues to be, an interesting discussion
and will try  to capture it in a revision of draft-doria-hrpc-report.

As Joe said we did start with  a specific constraint in the work, but I
have heard the call to look at it in the larger HR context several times
in the group.  While I agree that the research draft should remain
focused on FoE and FoA, I think including text indicating that
restricted perspective, is an appropriate addition to the draft.

On the other hand i think these are important issues to work on and to
explore as to whether they are susceptible to reasonable analysis,
similar to what that we are doing on the first more  limited set.
