I want to clarify that the report linked below is fully visible to the 
public, which is not true for all ITU documents as I noted when I said 
some are, "not fully visible to the public," and for which Tony and 
Niels have directly confirmed as needing an approved login by a State 
government or ITU sector member organisation. Thanks, -M
