Second, the use cases and specifics of payment will be difficult to capture in a single framework -- we're very likely to preclude some reasonable things, or just flat get it wrong. Third, there are (as mentioned) already a number of folks using this (with various degrees of maturity), and from what I can see the likelihood of convincing them to switch over to a framework that we define is pretty low.
