I did proofreading and updated the draft for IESG review again.

- rephrasing
- added quotations for clarify
- defined terms
-- "An extension in use preceding extension X"
-- "A corresponding extension negotiation response for an extension
negotiation offer"
-- "use context take over"
- revised paragraph organization
- typo fixes (thanks Yutaka Hirano)
- removed some example byte sequences in 8.2.3. which don't make sense
