Personally, I agree on not restricting. If a client or intermediary wants to
add extra headers (e.g. user-agent, accept-language etc etc etc) I don't see
why we would want to restrict it. Even in the old protocol header order
wasn't defined. All the browsers (and server libraries) already have code to
parse headers, to the extent we aren't inventing any new header formats I
don't see why it's problematic to say "Look for the following headers".
