WG,

This draft contains numerous changes from the IESG and area directorate 
reviews.  In particular:

* I2RS pub-sub is now MTI

* Security wording has been improved

* Logging is now done at the beginning of a state change, thus meaning 
only one timestamp may be present in a log entry

* Text was added to address Client authn and disconnect
