Attached is the proposal from Christian and I on a hop-by-hop fragmentation scheme for ICN.  The document is still in progress and has not yet been submitted to the IETF tracker.  We plan on doing that soon.

This scheme has been implemented in CCN Lite since about 2012 for CCNB, and Christian recently updated it to the current TLV-based proposal.
