I'm not aware of non-disclosed IPR.

I support adoption of this draft as co-author.
- the use case may eventually be seen as a niche use case (BSID protection against node failure) but the information is needed if one has the requirement. Then if one uses protocol foo to distribute the nominal information, it seems straightforward to use that same protocol foo to distribute the backup information.
- the draft is not ready for RFC publication, but may be revised as per regular WG review (alternatively it could be revised by repeating call for adoption. Not my call, I would understand both paths). A priori the required information is straightforward (what is required to program the BSID on the protecting node). Encoding and procedure may be further discussed IMHO.

The authors have provided a good summary of the document in the following abstract:

   BGP is used to distribute a binding SID with a list of SIDs to a
   node.  This document describes extensions to BGP for distributing the
   binding SID with the list of SIDs and an identifier of the node.
   When detecting the failure of the node, an neighbor of the node
   protects the binding SID of the failed node.

This draft is short so it is an easy read.

Consider in  your comments:
1) if this addition to segment routing policy
(draft-ietf-idr-segment-routing-te-policy) is needed
by operational networks.

2) if the technical specification is clear enough to
begin working group review.
