As long as draft-ietf-idr-bgp-prefix-sid indicates how to handle the
duplicates then it is not a malformed attribute or a conflict between
attributes.

 

The WG needs to still discuss the attribute discard case for the SR routing
case.  I've started another thread for that discussion on "Does SRGB TLV in
draft-ietf-idr-bgp-prefix-sid qualify for BGP Attribute discard?"

PS - I believe that your suggested text you sent me as shepherd handles
duplicates.  Perhaps you can ask the WG to review it to see if I am correct.
