[Dhruv]: I was looking at the wrong registry! I see 123 is allocated at
https://www.iana.org/assignments/bgp-tunnel-encapsulation/bgp-tunnel-encapsulation.xhtml#tunnel-sub-tlvs

I would suggest rewording the IANA consideration to explicitly state that
this has been already allocated via "First Come First Served" registration,
so that it is clear to other reviewers. Also you can give the IANA
instruction to change the name and reference for this codepoint.
