Let me just respond to this one.

The split into separate documents happened on the request of WG. One
contains protocol work the other one (registered) is a place for allocating
a number of types to unambiguously encode data to address most
commonly heard requirements.

IMO while "registered" can not proceed before the protocol however it can
bring value and could/would be pursued after the protocol spec is
finalized. It could also be a base for asking IANA to allocate codepoints
for those wide communities to be well recognized.
