If the temporary allocation is not available, we will wait for the later expert reviews and the permanent allocation later.

Since the referenced LSR document has not yet been adopted by the LSR WG, it is only prudent for us to hold off allocating code-points for its corresponding BGP-LS extensions.

For IANA, is this is a request to review the revised IANA Considerations section (which looks good, except that recently-approved draft-ietf-idr-rfc7752bis-16 changed the name of the "BGP-LS Node Descriptor, Link Descriptor, Prefix Descriptor, and Attribute TLVs" registry mentioned in Section 10.2 to "BGP-LS NLRI and Attribute TLVs") or to ask the experts to approve assignments now? 

We can send registration requests to the experts, but because those registries' registration procedures have been changed to "Expert Review," temporary allocation is no longer possible. Any allocations would be permanent.
