This is just a version bump. 

FYI the authors are hoping we’ll be able to have two implementations to interoperate soon, and can finally get this RFC’d. If others have implementations, now’s a good time to get in touch and we can add you to the interop. If others do not have implementations, you really should, you know. It’s a matter of good hygiene and good sense. :-)
