I support the adoption of this draft.
It's more efficient to identify a specific SID List with this attribute.
When used with draft-ietf-idr-bgp-ls-sr-policy, it provides an
efficient identifier for deploying and monitoring purposes.

Answers to the questions:
1. No. Per-SID-List identifiers and per-SID-List metrics are
independent attributes; it might be inappropriate to merge them.
2. Yes. It provides a concise way of uniquely identifying an SID list.
3. No. Currently, I'm not aware of any technical issues.
