In the second and third generation cellular networks, the Mobile
Application Part (MAP) protocol plays a central role in the
signaling between the network elements. The Internet Security
Association and Key Management Protocol defines a framework for
security association management and cryptographic key
establishment. An instantiation of the framework for MAP is defined
in this document. This instantiation, a new Domain of
Interpretation for the framework, is essentially an exact copy of
how the Internet Key Exchange works, except that it negotiates
non-IP protocols.
