   RFC2002, which defines the base Mobile IP protocol, assumes that a
   shared secret exists with all mobility agents and the Mobile Node.
   However, in larger networks, this assumption can lead to scalability
   problems, especially in situations where the Mobility Agents are
   owned by different administrative domains. This document specifies
   the Router Advertisement and Mobile IP extensions necessary to
   integrate Mobile IP with Key Distribution Centers (KDC).
