This document describes Wave and Equation Based Rate Control,
a massively scalable congestion control protocol, hereafter
referred to as WEBRC.  WEBRC can be used for multi-rate
congestion control for multicast sessions that scale to an
unlimited number of receivers, as well as for unicast sessions
that require minimal support from the sender per receiver
