No changes to IKEv2 bits-on-the-wire are required, but Peer Authorization Database (PAD) and Security Policy Database (SPD) extensions are specified. Unauthenticated IPsec is herein referred to by its popular acronym, "BTNS" (Better-Than-Nothing Security).
