   <draft-daigle-rfc954bis-01.txt> as a Draft Standard

This document has been reviewed in the IETF but is not the product of an
IETF Working Group. 

The IESG contact person is Ted Hardie.

Technical Summary
 
This document revises RFC 954, the existing Draft Standard for Whois
by removing the policy elements of the existing specification and
retaining the technical specification.  This document contains no substantive
changes to the Whois protocol.
 
Working Group Summary
 
This document is the product of an individual submitter.  There has
been considerable discussion of the appropriate standardization level
for this work.  The choice of cycling in grade reflects both the
existance of numerous interoperable clients and servers and
the consensus of the community, expressed in RFC 3707, that
future development of administrative directory services should
not be based on whois.  There is no doubt that this work might
have advanced to Full Standard at one time, but the current
belief is that that time has now passed.
