This document describes extended performance statistics for TCP.  They are
designed to use TCP's ideal vantage point to diagnose performance problems
in both the network and the application.  If a network-based application 
is performing poorly, TCP can determine if the bottleneck is in the 
sender, the receiver, or the network itself.  If the bottleneck is in the 
network, TCP can provide specific information about its nature.

This document is a product of the Transport Area Working Group
Working Group of the IETF.

This is now a Proposed Standard Protocol.

protocol for the Internet community,and requests discussion and 
suggestions for improvements.Please refer to the current edition of the 
Internet Official Protocol Standards (STD 1) for the standardization 
state and status of this protocol.  Distribution of this memo is 
unlimited.
