The IESG has approved the Internet-Draft "MIME Parameter Value and
Encoded Word Extensions: Character Sets, Languages, and
Continuations" <draft-freed-pvcsc-03.txt> as a Proposed Standard. The
IESG contact persons are Harald Alvestrand and Keith Moore.

Technical Summary

This protocol extends the functionality of MIME encoded words
(RFC 2047) to allow senders to clearly state what language an
encoded word is in. This is often nice to have, and sometimes
 (as in text-to-speech interfaces) essential.

It also allows language and charset to be specified on MIME
parameters and content-disposition parameters, and allows these
to be longer than what is reasonable to have on a single line.

This functionality was needed, among other things, for internationalized
 filenames.
