A size of around 2,000 usually means it's been issued as an RFC. So I decided to see what had happened, and look at it: ds.internic.net:/internet-drafts (Mail) ncftp>get draft-resnick-text-enriched-03.txt - A new Request for Comments is now available in online RFC libraries.
