Correct.

I continue to be amused by the image of the cover page of the proceedings (copied below).   You can clearly see where someone pasted on the cover page “FIRST IETF” before it was scanned.     What started as a GADS Talk Force meeting ended as the first IETF meeting.   One could also argue that the real first IETF meeting was the one that followed.   The proceedings of that meeting do say "Internet Engineering Task Force”.
