This memorandum describes issues relating to management of cryptographic 
keys in support of multicast communications.  It describes the functional 
and security requirements of an electronic key management system for 
multicast.  This memo also introduces a Group Key Management Protocol 
(GKMP) which provides for distributed (non-centralized) generation, 
distribution, and control of multicast keys.
