  The IESG has approved the Internet-Draft "Variance Request for The
  PPP Compression Control Protocol and The PPP Encryption Control
  Protocol" <draft-kastenholz-ppp-variance-00.txt> for publication as a
  Best Current Practices RFC. The IESG contact person is Frank
  Kastenholz.


Technical Summary

  This variance procedure will allow us to enter CCP and ECP as
  standards track documents without getting the necessary licenses as
  required by RFC1602. The Variance presents this information in detail.


Working Group Summary

  This variance has been produced at the request of the PPP Working
  Group chair in order to get the CCP and ECP protocols moving again.
  Other technical workarounds were considered by the working group but
  were deemed unsatisfactory.
