The "Global Access to the Internet for All" is an IETF Research Group 
which was formed in 2014.   One of its objectives is "to develop a 
longer term perspective on the impact of GAIA research group findings 
on the standardisation efforts at the IETF".  The Research Group 
published one RFC about three years ago.  It is likely that it does 
not have much impact on standardization efforts given that the only 
output of the Research Group is about taxonomy.

There was a report to the IAB about people coming to the Research 
Group to get more visibility for their own work.  The longer term 
perspective does not look optimistic if the focus is mainly about visibility.
