I like the intent of what Lixia proposes. This is how I see it.

1) we rate limit everyone at the 00 level What a rate is, and how we
determine this probably descends into bike shedding but the principle is,
"bombing" the IETF machine with documents is a tragedy of the commons in
terms of the costs it places on all of us. The functional cost of a rate
limit should be small for most human centric processes in documents. I
accept Brian's observation that we inevitably face technology war from the
bots on this and should not believe any "defence" is a permanent barrier.
None the less, I think this is worth doing.

2) noting that the ground is shifting, we preference people over machines.
We're not in conversation with your AI we're in conversation with YOU, the
individual, discussing aspects of the substance in the document.

3) regrettably, we need to impose penalty for people who persist in abusing
our collective time.

Noting I have a role in the LLC Board of the secretariat which would incur
financial and structural obligations in changes here, this is just my
personal preference as a participant here.
