I would phrase it as validation that the author(s) still care(s) about the work. I don't care if it is called "expired", "archived", "quiescent", "abandoned", or some better word. It is very helpful to have drafts that are no longer of interest to the author(s) automatically removed from the WG datatracker draft page.
