It has been heavily discussed on rating@junction.net and on
www-talk@w3.org.  I didn't respond sooner to Ted's mail because I was
off-net for a week, and swamped under literally thousands of email
messages.  

I will be sending a message shortly to those groups addressing the
comments of Ted & lots of other folks in my backlog...  I suspect that
the general ietf list is a suboptimal place to discuss this.   --
