Thanks for the feedback.  Somebody commented that:

   "It has nothing to do with IPR which was extensively discussed on
    the dispatch list."

I read the DISPATCH mailing list archives.  I did not see that 
extensive discussion.  My comment was about that.  I do not have any 
problem with the document shepherd comments.
