This is incorrect. The issue was raised at least once a year but had not found enough support previously for an AD to start BCP83 to undo the posting restriction. There was also concern the BCP83 action to undo this itself would be too disruptive for not enough gain. Eventually, enough support was garnished for a bcp83 action to undo this, and one important element discussed was that while all of the above was still true, a side effect of basically forever restricting someone was deemed inappropriate and thus the bcp83 was started to undo the restrictions.
