I would say the major difference is in the protocol layering. ILA is
contained completely within the network layer. It is not required to
be end an end protocol, it can be used on over segments within the
network. This also means that ILA requires no changes to applications,
DNS or, transport layer. For instance the 8+8 proposal changed the way
TCP is computed and defined a new TCP option. ILNP is has similar
requirements to be end to end and requires changes to transport layer.

ILA is a means to create transparent network overlays. Functionally,
it is pretty much equivalent to IP/IP encapsulation and could
legitimately be considered a form of compressed encapsulation.
