updated to version 3. thanks John for comments to version 2.

this version is renmaed to "Guidelines for Internationalized Email Deployment" and remove some material about tests.


other more issues about deployment issues tests , evaulations will be discussed in the new drafts ""Discussion, Test
              and Evaulation for EAI deployment". I think that cnnic/afilias/twnic/nida can collaborate to do it.
