I've looked at 5721bis and 5738bis.  They add a lot more states to the
POP and IMAP state machines.  So far as I can tell from a read-through,
they're OK, but I worry that the new state machines might have dead
ends or conflicts.

To what extent have either or both of these been implemented, or have
people worked out the state machines?
