If I may comment, there are two approaches that I personally prefer to
posting a complete copy with marked changes (in a proprietary format )-:

1.) Copy those sections that you suggest to change, along with your
    modified versions, into an e-mail message.

This is the preferred approach, because it lends itself best to
follow-on discussion.

2.) Make changes in the plain-ASCII draft, then use the "htmlwdiff"
    tool to generate visual diffs from the original version, put the
    output on a Web server and send a link to the mailing list.

Htmlwdiff is a simple shell script that front-ends the GNU wdiff
command.  For an example of its output, see

I don't know where the canonical source is, so I'm attaching my
slightly modified copy of `htmlwdiff'.  I believe the original author
is Bill Fenner.
